China Telecom's launch of LTE tender was rejected due to low TD share
According to sources from insiders, China Telecom quietly launched the LTE tender last month. At the end of last month, China Telecom issued LTE bidding tenders to dozens of telecommunications equipment manufacturers. The tenders included TD-LTE and LTE FDD. Manufacturers need to return their bids before September 22.
It is worth noting that China Telecom has not determined the proportion of TD-LTE and LTE FDD networks, which means that in the entire converged network, the proportion of China Telecom ’s self-built TD-LTE network will still be suspicious.
The above-mentioned insider said that the intention of the TDD / FDD fusion networking of telecommunications is to take FDD as the main body, and TD-LTE is only used as a hotspot supplement.
Sources from China Telecom ’s provincial branch said that China Telecom initially reported to the Ministry of Industry and Information Technology that TD-LTE accounted for less than 10% of the network construction plan. The Ministry of Industry and Information Technology has rejected the plan. Subsequently, China Telecom's secondary reporting plan increased the proportion of TD-LTE, but less than 30%. The insider speculated that the Ministry of Industry and Information Technology may still disagree with the plan.
Another person close to the Ministry of Industry and Information Technology said that the Ministry of Industry and Information Technology did not agree that it is normal for China Telecom to build a 4G network with a low proportion of TD-LTE. "The keynote of the network construction set by the Ministry of Industry and Information Technology is to give priority to the development of TD-LTE. However, from the perspective of China Telecom's TD-LTE, China Telecom wants to lease the TD-LTE network from China Mobile to promote the 4G network.
From the perspective of the network construction planning of the provincial branches, China Telecom is working hard on FDD site planning in various provinces. In some provinces, TDD site planning has not been put on the agenda.
However, China Mobile is also happy to see other operators lease their TD-LTE networks. China Mobile Chairman Xi Guohua also revealed at the interim results conference last month that joint network construction and network sharing are market trends. China Telecom has made preliminary requests and is still in negotiations.
