Energy Transformation Upgrade Accelerates Wind Power Installation in Jilin Province has exceeded 5 million mark

In order to boost energy transformation and upgrade while accelerating the establishment of a clean, low-carbon, safe, and efficient modern energy system, the Energy Bureau of Jilin Province recently released the "Jilin Province 13th Five-Year Plan for New Energy and Renewable Energy" (referred to hereafter as the "Plan"). This document outlines the direction for wind power development in the province over the next five years. According to the Plan, by 2020, the installed capacity of wind power in Jilin will reach 5.5 million kilowatts, including 5.25 million kilowatts of centralized wind power and 250,000 kilowatts of decentralized wind power. By 2030, the installed capacity of wind power will grow to 13 million kilowatts. Jilin Province has a vast potential for wind energy development, with an estimated capacity of around 200 million kilowatts. The province's western region alone holds a development potential of approximately 125 million kilowatts, while the eastern region boasts around 75 million kilowatts. These natural advantages have positioned Jilin as one of the nine major modern wind power bases in China. Thanks to its abundant wind energy resources and favorable national policies, wind power in Jilin has seen rapid growth. During the 12th Five-Year Plan period, the province focused on constructing a 10 million-kilowatt wind power base in the west and developed several large-scale wind farms. As of June this year, the wind power capacity of the Jilin Power Grid surpassed the 5 million kilowatt mark. However, despite this progress, the issue of wind power consumption remains a pressing concern. Last year, the National Energy Administration introduced a wind power investment monitoring and early warning mechanism. In 2016, Jilin, along with Heilongjiang, Gansu, Ningxia, and Xinjiang, received a red warning due to excessive wind power investments. Although some regions like Hebei North Network have improved, these provinces remain heavily affected by the red alert. This year's first-quarter report from the National Energy Administration indicates that China's total grid-connected wind power capacity reached 151 million kilowatts, with a year-on-year increase of 13%. The average utilization hours rose to 468 hours, a significant improvement. Nevertheless, wind curtailment issues persist in provinces like Xinjiang, Gansu, and Jilin. To address this challenge, Jilin has implemented several initiatives. Since 2010, the province has explored renewable energy projects, including clean heating. In 2011, the Datang Minnan Wind Power Heating Project became the first clean heating demonstration project in Jilin, converting excess wind power into heat. Additionally, pilot projects for wind power hydrogen production have been initiated in areas with severe wind curtailment, such as Baicheng and Songyuan. Looking ahead, Jilin plans to invest approximately 109 billion yuan in new energy and renewable energy during the 13th Five-Year Plan period, with 44 billion yuan allocated to wind power and equipment manufacturing. By 2020, the new energy and renewable energy industries are expected to generate 22.7 billion yuan in output value, contribute 1.9 billion yuan in taxes, and achieve 2.4 billion yuan in corporate profits. The province will continue to support centralized and distributed wind power development, focusing on expanding wind power access in the western region while exploring innovative energy consumption channels. Efforts will also focus on constructing multi-energy complementary systems and advancing UHV power transmission projects to enhance the province's renewable energy consumption capacity. These strategic moves aim to ensure sustainable growth in the wind power sector while addressing the challenges of energy consumption and promoting a cleaner, more efficient energy system across Jilin Province.
