Chengdu: Actively explore the pilot application model

In order to promote the pilot work of “Ten Cities and Ten Thousand Milesâ€, Chengdu has successively formulated and implemented the “Chengdu “Ten Cities and Ten Thousand Cities†Semiconductor Lighting Application Engineering Pilot Implementation Plan (2009-2010)†and “Chengdu City†Ten Citiesç› â€œSpecial target assessment method for pilot projects of semiconductor lighting application engineering†and “Chengdu “Ten Cities and Ten Thousand†Semiconductor Lighting Application Engineering Pilot Awards and Supplementary Measures†and other policies. According to LED product characteristics and site application requirements, Chengdu selects road and subway facilities and landscape buildings in high-tech zones, Jinniu District, Dujiangyan City and other districts (cities). From 2009 to 2011, demonstration projects will be carried out in stages and in batches. The key projects are LED lighting model projects for major roads (including the 4000-inch LED streetlight project for new roads in Gaoxin West District) and the LED lighting project for Metro Line 1. As of June 2010, a total of 6,900 LED lamps were installed. Among them, a large number of LED lamps were installed in the city subway line 1 tunnel, Dujiangyan main city 2.5 ring road, and “壹街区†aid construction community. At the same time, Xinjin County road lighting energy-saving renovation project, Du Fu Caotang night lighting project will be on-site installation.
In the pilot application process, Chengdu actively explored LED lighting contract energy management (EMC), clean development mechanism (CDM) and other application models to find effective ways to promote the application of LED products. Among them, the pilot city of tunnel lighting was selected to carry out the contract energy management mode pilot project, and the implementation plan for the transformation of 3000 high-pressure sodium lamps and fluorescent lamps in 11 underpass tunnels such as Dongchenggen Street was formulated. The Xinjin County road lighting energy-saving renovation project adopts a combination of EMC and CDM.
In addition, in addition to increasing the promotion of pilot application projects, Chengdu attaches great importance to promoting industrial technology innovation, investing financial funds, and stimulating enterprises to focus on the development of LED lighting indoor products, domestic chip packaging machines, white OLED lighting and so on.
At the meeting, Deputy Secretary-General Qi Jun introduced the development of domestic and foreign industries to the participants, pointed out the stage of industrial development and the problems of testing, standards and patents that should be solved. At the same time, industry experts and key enterprise representatives and research groups also discussed the problems and solutions in the semiconductor lighting industry and enterprise development. Representatives of participating companies believed that the current lack of talents in industrial development is an important issue. They believe that domestic development should consider the cultivation of technical talents for industrial development and provide impetus for industry and enterprise development.
