On the afternoon of March 4th, Li Lei Jun, a National People's Congress deputy and Chairman and CEO of Xiaomi, submitted two official proposals for this year’s sessions. The proposals focused on the development of the "Belt and Road" initiative, enhancing the global influence of "Made in China," and promoting the growth of the Chinese design industry.

**Encouraging Private Enterprises to Join the Belt and Road Initiative**
This year marks the fifth anniversary of President Xi Jinping's "Belt and Road" initiative. As the project continues to expand and China's economy undergoes transformation, it's becoming increasingly important for private enterprises to go global. By offering products and services to consumers along the Belt and Road, Chinese brands can enhance their international presence and reshape the image of "Made in China."
To support this, Li suggested creating an integrated service platform specifically for the Belt and Road. This platform should be led by the Ministry of Commerce, working with embassies, chambers of commerce, and financial institutions to gather information on overseas projects and create a database for companies to access. This will help private enterprises find opportunities more efficiently.
Another key point is the establishment of "Chinese manufacturing brand ambassadors." These individuals, based in Belt and Road countries, could promote "Made in China" through cultural exchanges and marketing activities. This would not only help local businesses but also strengthen the overall reputation of Chinese brands globally.
**Focusing on the Development of the Chinese Design Industry**
Over the past four decades, China's manufacturing sector has become a major force in the global economy. However, to continue growing, it needs more than just production—it requires innovation, especially in design. Currently, China's design industry lags behind its global counterparts, with a shortage of top talent and weak foundational support.
Li proposed establishing a national design promotion agency to prioritize industrial design. This agency should be included in long-term planning and receive dedicated funding. It should focus on areas with outdated production methods and provide comprehensive support to improve the design landscape.
In addition, he suggested setting up professional design parks in cities known for manufacturing. These parks should offer tax incentives and other benefits to attract and retain design firms, fostering collaboration between designers and manufacturers.
Investing in design education and talent development is also crucial. Li recommended increasing the recruitment of world-class designers and providing funds for international design leaders to work in Chinese universities. He also emphasized integrating design education into primary and secondary schools to cultivate future talent.
Finally, he called for upgrading China's national design awards to compete with global standards like the IDEA, iF, Red Dot, and Good Design awards. Strengthening these awards would elevate the voice of Chinese design on the world stage and ensure greater recognition for local creativity.
