(2) Bidder qualification requirements (qualified bidders)

1. The legal person registered in the People's Republic of China, and the registered capital is not less than RMB 1 million (the foreign currency registered capital is calculated based on the listed exchange rate of the domestic bank at any time from the date of the issuance of the tender announcement to the opening date to the opening date. If there is any objection, the bidder shall be responsible for the proof;

2. If the bidder is not a manufacturer of LED electronic screens or its regional agents or distributors, it must submit a letter of authorization (letter) issued by the manufacturer or its regional general agent for the project. 3. The bidder must pass the ISO9001 international quality management system certification and the ISO14000 environmental management system certification. The certification is within the validity period and a copy of the certificate is submitted;

4. In the past three years (since 2006), there are no less than three outdoor full-color LED display project achievements (project contract payment of 600,000 yuan or more, copy of the contract or a copy of the acceptance report must be provided in the bidding documents);

5. Comply with the provisions of Article 22 of the Law of the People's Republic of China on Government Procurement;

6. Have registered and obtained the bidding documents for this project.
